Complaint Procedure

With over 400 parcels and a diverse community, landowner from can have issues and conflicts that arise. If these issues are Covenant, Master Plan, Policy, or Standard violations, the Board can intervene with these issues using the Complaint Procedure. But before you file a complaint about your a neighbor, we suggest you try approaching them directly; oftentimes this is the simplest way to get to know your neighbor and see how you can work together to resolve issues. If that does not resolve the conflict, try contacting your Ombudsman. We have one for North and one for South Glastonbury. See below for your ombudsman.

If the issue still cannot be resolved, then please follow the procedure below to see if the Board can assist in the complaint.

Formally known as the Complaint Committee. The Compliance Committee addresses issues that may arise due to landowner infractions to the Governing Documents typically brought to the Board’s attention due to a landowner complaint. The committee reviews the complaint, reaches out to landowner, identifies the issues, devises plans for remedying infractions, and communicates to the Board a proposed resolution or action that may need to be taken by the Board. If further action must be taken to resolve the issues, the Board will vote to approve the action plan. Although you submit your complaint to the Board, the Compliance Committee will be tasted with addressing the issue and devising a plan to propose to the Board.

How to Lodge a Formal Complaint:

The Board can only intervene in landowner disputes when the issues arise due to violation of the Covenant, the Master Plan, Policies, or Standards. If you are unsure, please feel to reach out to the Board for assistance. Always try to contact your neighbor first or, if you don’t feel comfortable, contact your ombudsman.

  1. Attempt to resolve the issue by contacting your neighbor.

  2. Contact your ombudsman. The ombudsman can also be contacted if you would like to keep the complaint anonymous, and can serve as a good third party to help resolve the issue.

The GLA Compliance Process:

The GLA Board will handle your formal complaint according to the guidelines set forth in the Glastonbury Covenants, Section 10.02, and the 'Complaint Committee Protocol' adopted February 16, 1998. Compliant Committee in the Covenants but has been renamed Compliance Committee. The Board will bring your complaint to the Compliance Committee for review. The Compliance Committee will meet to discuss the issue and come up with a plan for resolving the matter. Compliance Committee meetings are held in public forum.After the Compliance Committee has met, they will make a proposal for action if unable to be resolved by the Committee. If you prefer to stay anonymous or not have your complaint discussed in a public meeting, please notify the Board of the sensitivity of the matter. If you feel that you need assistance in presenting your complaint to the Board, you may contact your respective Ombudsman. The Ombudsman also receives and investigates questions, concerns and complaints from residents of Glastonbury who choose to have an Ombudsman bring the matter before the Board.

Illegal, Dangerous or Irresponsible Acts:

If you observe a criminal activity or something in violation of Montana law (i.e., illegal activities, vandalism, violence, trespassing, theft, etc.), please immediately report the incident to your local law enforcement authorities. This is the responsibility of the landowner and not of the GLA. If the incident also involves a violation of the Covenants, please use the Complaint Procedure to bring this to the attention of the Board and notify the Board that the authorities were contacted.
